DEPARTMENT OR SCHOOL SITE

LAUSD's Information Technology Services (ITS) division provides critical technology solutions and support for students, staff, and families, focusing on enhancing learning through innovation, strong cybersecurity, and customer-focused service, aiming to align technology with the District's mission for college and career readiness by managing infrastructure, applications, and security for the massive school system. They offer extensive support, from in-person help centers to online resources, ensuring secure and effective tech access for the nation's second-largest district.

 

LAUSD's Information Technology Services (ITS) provides essential technology infrastructure, support, and strategic solutions for over 1.5 million users (students, staff, families), managing vast networks, data systems, security, email, and device support to drive student achievement and operational efficiency for the nation's second largest K-12 district. They focus on 21st-century tools, cybersecurity, data-driven insights, and ensuring equitable access, aligning technology with LAUSD's educational goals through innovative services and direct help desks. 

PROJECT

The Senior IT Director, Technical Systems directs, plans, and ensures the implementation and governance of the District’s enterprise technical infrastructure, platforms, and/or data analytics systems in complex IT environments.

JOB DUTIES/RESPONSIBILITIES

Typical Duties

  • Directs and leads enterprise-wide business intelligence and analytics strategy, ensuring delivery of performance metrics, KPIs, and analytics dashboards within integrated reporting environments.
  • Oversees the integration and convergence of legacy and modern systems to unify various forms/types of systems data.
  • Directs the design, planning, implementation, deployment, migration, optimization, and support of the District’s enterprise architecture and application integration, including on premises and cloud hosted servers, data centers, databases, reporting and database platforms, cloud infrastructure, storage environments, and scalable middleware systems and system interoperability.
  • Guides the integration of AI and advanced analytics into operational processes and service delivery models and the use of large language models (LLMs) to enhance user support, workflow automation, and knowledge management.
  • Oversees the architecture, deployment, performance, and maintenance of wired, wireless, hybrid and cloud-native networked systems and supporting infrastructure.
  • Oversees the Software Development Life Cycle (SDLC) and development and implementation of data governance structures, including data integration policies, master data management, metadata standards, best practices, and analytics.
  • Directs the deployment, maintenance, and optimization of enterprise server operating systems (Windows / Linux), virtualization infrastructure, and/or equivalent runtime cloud environments.
  • Partners with Division leadership and school site stakeholders to identify, plan, and deliver
  • District wide technology that includes data, infrastructure, and platform needs.
  • Directs the development of performance metrics, KPIs, and analytics dashboards. Oversees vendor and contract management.
  • Leads governance committees to align strategic technology initiatives with LAUSD’s mission and goals.
  • Performs related duties as assigned.

MINIMUM REQUIREMENTS

PROMOTIONAL STATUS IS REQUIRED: You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation. Laid-off employees' eligibility as a promotional candidate expires at the end of their 39 month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.

 

Education:

Graduation from a recognized college or university with a bachelor’s degree in computer science, information systems, data analytics, engineering, or a related field. A master’s degree in a related field is preferred. Additional qualifying experience may be substituted for up to two years of the required education on a year for year basis provided that graduation from high school or evidence of equivalent education proficiency is met.

 

Experience:

Five years of management level experience over IT infrastructure, applications, data analytics, and/or systems integration. Three years of concurrent or three additional years of experience designing and engineering IT systems is required.

 

A valid AWS Certified Solutions Architect – Professional, MS Certified Azure Solutions Architect Expert, Cisco Certified Internetwork Expert (CCIE), or equivalent may be substituted for one year of the required experience.

 

Special:

A valid Project Management Professional (PMP) is preferable.

A valid driver’s license to legally operate a motor vehicle in the state of California and the use of a motor vehicle.

DESIRABLE QUALIFICATIONS

The ideal candidate has a proven track record of leading technical teams within a large IT organization. They possess deep engineering and architectural expertise in network systems, infrastructure, enterprise applications, or data governance/analytics, including migration of critical services to the public cloud.

 

Additionally, the ideal candidate will have knowledge in the following areas:

-  Enterprise infrastructure, including, but not limited to, servers, data centers, cloud services, middleware, virtualization, containerization, local and wide area networking.
-  DevOps practices, including large-scale infrastructure as code and automation tools (e.g., Terraform, Ansible)
-  Enterprise reporting and analytics platforms (e.g., Power BI, Tableau, SSRS) 
-  Principles of business intelligence, data warehousing, and predictive analytics 
-  Data integration, governance, and quality frameworks 
-  Service-oriented architecture (SOA) and enterprise integration patterns 
-  ITIL service management principles and project lifecycle methodologies 
-  Federal and state data security, privacy, and reporting regulations 
-  Budget development, procurement, and resource planning 
-  Best practices in change management, user adoption, and digital literacy 
-  Software Development Life Cycle (SDLC), including requirements gathering, design, coding, testing, deployment, and documentation of custom-built and third-party applications

 

The ideal candidate will also have the ability to:

-  Translate business needs into technical requirements to ensure technologies are appropriately adopted to be scalable, efficient, and reduce total cost of ownership.
-  Build scalable, secure, and cost-effective enterprise network infrastructure, virtual system environments, and/or data integrations leveraging public cloud.
-  Lead strategic initiatives involving cross-functional technology and data projects. 
-  Direct technical and analytics professionals across multiple domains. 
-  Communicate technical concepts clearly to non-technical stakeholders. 
-  Establish clear priorities, manage competing demands, and deliver measurable results. 
-  Foster collaboration across departments and create a culture of innovation and accountability. 
-  Lead the monitoring and enhancement of network performance and reliability using appropriate tools and metrics. 
-  Manage cross-functional technology teams, ensuring alignment of reporting tools, dashboard functionality, middleware services, and system administration practices 
-  Supervise and mentor subordinate management and technical staff 
-  Establish, enforce, and monitor a standardized release management processes, including planning, testing, deployment, and rollback procedures

EMPLOYMENT SELECTION PROCESS

 

The selection process will tentatively include a Technical Project and/or a Technical Interview.

 

SELECTIVE CERTIFICATION

 

This recruitment will utilize Selective Certification for the areas listed below. Some positions may require special capabilities for which selective certification may be made according to the Education Code Section 45277.5. In these instances, the following special requirements may be applied for certification from other than the top three ranks of the eligibility list:

 

Applications:

Three years of experience in the following: designing, coding, and deploying large-scale and secure cloud-native and hybrid applications using modern development frameworks; applications and platform architecture; software license compliance, and IT service management.

 

Infrastructure:

Three years of experience in the following: infrastructure architecture including operating systems (Linux/Windows Server), network equipment (Cisco/Aruba) and hypervisor (VMware); security; disaster recovery; infrastructure budgets; vendor partnerships; software license compliance management; IT service management, and enterprise cloud management, implementation and governance frameworks.

Selection and promotion are based on a competitive employment assessment process. Candidates who pass all parts of the assessment process are placed on a hiring (eligibility) list based on their assessment score. Hiring departments may make job offers to candidates in the top three ranks of the hiring list. Eligibility typically lasts for 12 months.
