PERSONNEL COMMISSION (PC)
The Personnel Commission oversees the recruitment and hiring, promotional process, and professional development of over 33,000 classified (non-teaching) employee positions of the Los Angeles Unified School District based on principles of merit and fitness for the job. These essential functions are performed with an emphasis on responsiveness, professionalism, and service excellence.

MINIMUM REQUIREMENTS
PROMOTIONAL STATUS IS REQUIRED
You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation.
Laid-off employees' eligibility as a promotional candidate expires at the end of their 39-month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.
EDUCATION:
Graduation from a recognized college or university with a bachelor’s degree, preferably with a major in human resources, personnel, or public administration, or one of the behavioral sciences.
EXPERIENCE:
Technical experience in employee recruitment, selection, position classification, labor relations, staff development, or salary administration is preferable.
SPECIAL:
A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle, or the ability to utilize an alternative method of transportation.

JOB DUTIES/RESPONSIBILITIES
A Human Resources Specialist I applies basic knowledge and skills of Human Resources administration in the progression of duties and responsibilities leading to qualification as a Human Resources Specialist II or higher.
Learns and applies policies, regulations, procedures, and techniques of human resources administration in performing some of the tasks listed below:
- Designing and conducting job analyses for the purposes of position classification, salary evaluation, test construction and validation, recommendation of entrance requirements, and/or determination of necessary staff development programs.
- Developing and recommending examination plans, constructs tests, and assembles test materials in accordance with approved plans.
- Designing and delivering staff development programs including development of course objectives, curriculum, and class materials.
- Analyzing laws, rules, reports, publications, and court cases for information relating to human resources.
- Designing, constructing and conducting or assists in constructing and conducting surveys to gather compensation, classification, training, entrance requirements, rules, employee selection, collective bargaining, or other human resources data.
- Formulating or assisting in formulating recruitment and training plans and assists in implementing plans by arranging for facilities, equipment, advertising, informational materials, and other details.
- Contacting District personnel, employee representatives, employers, community groups, and others, as assigned, in order to obtain or impart information, request raters for examinations, answer inquiries, and explain procedures and regulations.
- Compiling, calculating, and analyzing numerical data; extracting data from reports and records; and preparing tables, graphs, and narrative presentations.
- Composing or assists in composing a variety of technical written materials, including rules procedures, class descriptions, classification and salary reports, employment examinations, job market trend reports, and other specialized reports.
- Administering tests and may give work direction to proctors, briefs examination interviewers, participates in interviews and evaluates candidates, and supervises test and interview procedures to assure that procedures are followed and that examination reports are complete and accurate.
- Interviewing applicants, candidates, and employees in regard to reviews of examination results and disqualifications.
- Delivering or assisting in oral presentations relative to assigned studies.
- Developing and designing recruitment literature including bulletins, advertisements, and brochures.
- Composing correspondence and responses to questionnaires.
- Participating in the administration and rating of performance tests, interviews and other Assessment methods.
- Screening applications in regard to entrance qualifications and advising applicants on employment opportunities in the Classified Service.

EMPLOYMENT SELECTION PROCESS

The assessment process for this position TENTATIVELY consists of a computerized multiple-choice test, a technical writing project, and a technical interview.
NOTE: For this recruitment ALL candidates may be invited to the FIRST test part, regardless of whether or not they meet the minimum qualifications. Candidates who do NOT meet the minimum qualifications will be disqualified, regardless of whether they passed the test.

Selection and promotion are based on a competitive employment assessment process. Candidates who pass all parts of the assessment process are placed on a hiring (eligibility) list based on their assessment score. Hiring departments may make job offers to candidates on the top three ranks of the hiring list. Eligibility typically lasts for 12 months. The hiring list resulting from this assessment process may be used to fill open positions in related job classifications.
