DEPARTMENT OR SCHOOL SITE

The Project Execution Branch of the Facilities Services Division is responsible for the construction of new schools and repair and modernization of existing schools as part of a multi-year bond funded capital improvement program. The branch is dedicated to ensuring that existing campuses are modernized and repaired in support of the education and safety of our students and staff utilizing cost efficient and sustainable materials.

JOB DUTIES/RESPONSIBILITIES

The Deputy Director of Facilities Project Execution assists in the management of the Project Execution Branch in planning, budgeting, scheduling, funding applications, project cost controls, project reporting, and interdepartmental and interagency coordination of all new construction and existing facility modernization activities. Typical duties include: 

  • Providing general direction for project execution management staff in the Facilities Services Division.
  • Developing overall procedures and methods to ensure the best value for the District and delivering school construction projects on schedule and within budget.
  • Directing and reviewing construction claims and liaising with legal counsel on claims resolution.
  • Reviewing and revising estimation procedures for the development of project budgets.
  • Coordinating the development of project budgets with the actual funding provided by State and local funds.

MINIMUM REQUIREMENTS

PROMOTIONAL STATUS IS REQUIRED: You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation. Laid-off employees' eligibility as a promotional candidate expires at the end of their 39 month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.

 

EDUCATION: Graduation from a recognized college or university with a bachelor’s degree, preferably in architecture, engineering, planning, facilities management, or construction management. Courses in business administration, public administration, construction contract law, public relations, accounting, school finance, personnel management, and communications are preferable. A graduate degree in any subject is preferred. 

 

EXPERIENCE: Eight years of management experience with responsibility for commercial, and/or public, and/ or educational facilities construction programs or projects in construction value of $500 million and above.

 

The following work experience is preferable:

  • Experience with Design Build and/or Progressive Design Build Delivery Methods
  • Experience with public agency construction and Public Contracting Code
  • Experience with DSA construction/design processes
  • Experience utilizing Building Information Modeling (BIM) 

 

SPECIAL:

Any of the following is preferable:

  • A valid Certificate of Registration as a Professional Engineer by the California State Board for Professional Engineers and Land Surveyors, or;
  • A valid Certified Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI), or;
  • A valid Certification of Project Management Professionals (PMPs) or Program Management Professionals (PgMPs) by the Project Management Institute, or;
  • A valid Certificate of Registration as a licensed architect by the California Architects Board.

AND

A valid driver’s license to legally operate a motor vehicle in the state of California and the use of a motor vehicle. 

DESIRABLE QUALIFICATIONS

The ideal candidate will be a highly skilled professional in bond program implementation, project financing, and financial forecasting, with the ability to support executive leadership in delivering complex capital programs. They will be a collaborative leader who thrives in a team-oriented environment and can effectively translate organizational goals into actionable plans and results. They will promote accountability, innovation, and continuous improvement by mentoring staff and strengthening cross-functional coordination. The ideal candidate will build strong relationships across departments and with external stakeholders, demonstrating sound judgment and a proactive, solutions-oriented approach to facilities and construction challenges.

 

With a proven record supporting large-scale project delivery, the candidate will be knowledgeable in modern practices of facilities administration, including educational facility planning, school utilization, and architectural and engineering processes. They will understand the requirements for successfully executing construction and modernization projects in compliance with design standards and regulations. Additionally, the ideal candidate will be fiscally responsible and detail-oriented, with experience in budget oversight, cost control, and financial reporting. They will be an effective communicator and negotiator, with public sector or public project experience and a strong background in construction or program management.

 

The successful candidate will demonstrate integrity, dependability, and high ethical standards while supporting leadership in achieving capital program goals.

Selection and promotion are based on a competitive employment assessment process. Candidates who pass all parts of the assessment process are placed on a hiring (eligibility) list based on their assessment score.
