DEPARTMENT OR SCHOOL SITE
The Program Support Services Branch provides financial and operational management for Facilities Services Division (FSD) functions as well as the FSD Bond Program. This includes financial analysis and reporting, facilities legislation, grants and funding activities, staff planning, technology services, program controls, and payment processing. The Branch manages a variety of funds and funding sources, the annual budget development, and multi-year capital project budgets. In addition, staff manage the facilities job cost systems and processes, and work to assure prompt, accurate, and efficient vendor payments. JOB DUTIES/RESPONSIBILITIES
The Deputy Director of Facilities Program Support Services assists in the management of the Program Support Services branch by planning, organizing, assigning, directing, and reviewing the activities of the Facilities Services Division including fiscal and information management control functions, program management functions, legislation, grants and funding activities, and planning and implementation of related policies and programs of the District at the executive level.
MINIMUM REQUIREMENTS
PROMOTIONAL STATUS IS REQUIRED. You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation. Laid-off employees' eligibility as a promotional candidate expires at the end of their 39 month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.
Education:
Graduation with a bachelor’s degree from a recognized college or university preferably with a major in architecture, engineering, planning, facilities management, construction management, finance, accounting or an advanced degree in any subject. Courses in business or public administration, public relations, accounting, school finance, personnel management and communications are preferable. A Master’s degree in Business Administration with a concentration in Finance is preferable.
Experience:
Eight years of experience including executive or management experience managing the program budget, finance, and controls related to large programs or projects in construction value in excess of $500 million involving construction of new facilities, or the planning and coordination of capital projects.
Special:
Any one of the following is preferable:
- A valid Certificate of Registration as a Professional Engineer by the California State Board of Registration of Professional Engineers and Land Surveyors, or;
- A valid Certified Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI), or;
- A valid Certificate of Registration as a licensed architect by the California State Architects Board.
AND
A valid California driver license and the availability of private transportation, or the ability to utilize an alternative method of transportation.
DESIRABLE QUALIFICATIONS
The ideal candidate will be a highly skilled professional with strong expertise in project fiscal management, program controls, and facilities program support services, with the ability to assist executive leadership in overseeing the financial and operational performance of large, complex capital programs. They will play a critical role in ensuring the integrity of budgeting, cost control, forecasting, and reporting systems that support the successful delivery of facilities initiatives.
They will be a detail-oriented and analytical leader who thrives in a collaborative environment, coordinating across planning, design, construction, and finance functions to ensure alignment between project scope, schedules, and budgets. The ideal candidate will establish and maintain effective controls, policies, and procedures to monitor expenditures, mitigate risk, and support data-driven decision-making across the capital program.
With a strong background in facilities program support, the candidate will be well-versed in cost estimating, cash flow analysis, contract oversight, and financial compliance requirements, particularly within publicly funded or bond-supported programs. They will demonstrate the ability to evaluate project performance, identify variances, and implement corrective actions to maintain fiscal discipline and program efficiency.
Additionally, the ideal candidate will be an effective communicator and problem solver, capable of presenting complex financial and technical information clearly to executive leadership and stakeholders. They will support procurement, audits, and reporting functions, while fostering strong working relationships with internal departments, consultants, and external agencies.
The successful candidate will demonstrate integrity, sound judgment, and a high standard of professional ethics while serving as a trusted partner in advancing the organization’s facilities program through strong fiscal stewardship and operational support.
