DEPARTMENT OR SCHOOL SITE

The Los Angeles Unified School District’s Facilities Services Division is responsible for the execution of the District’s school construction bond programs for construction projects, the maintenance and operations of schools, and the utilization of existing assets. The Asset Management Branch has the strategic responsibility of the District's facility planning function, which includes long range master planning, project development, performance specifications, and construction acquisition programs for new and charter schools, while providing functional direction over areas that include Planning and Design Management, School Management Services, Real Estate, Standards, and Relocatable Housing. JOB DUTIES/RESPONSIBILITIES

The Deputy Director of Facilities Planning and Development assists in the management of the Asset Management Branch in directing long range asset master planning, identifying requirements for new and existing schools, providing critical information for obtaining CEQA clearance, developing school designs, and supporting the site selection process for new schools or expansion of existing schools. Typical duties include:

  • Preparing and controlling budgets, schedules and expenditures.
  • Conducting facility condition assessments, surveys and related asset management data collection to determine facility needs and project prioritization.
  • Developing and updating the Facilities Strategic Execution Plan and obtaining Board approval for new projects or project definitions.
  • Identifying and developing joint use and repurpose opportunities for District-owned assets to broaden use and capitalize revenues.
  • Reviewing and making recommendations on legislation and other matters affecting the Facilities Services Division.

MINIMUM REQUIREMENTS

PROMOTIONAL STATUS IS REQUIRED. You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation. Laid-off employees' eligibility as a promotional candidate expires at the end of their 39 month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.

 

Education:
Graduation with a bachelor’s degree from a recognized college or university, preferably with a major in architecture, engineering, facilities planning, construction management or an advanced degree in any subject. An advanced degree in planning, architecture or real estate is preferred. Courses in asset management, business administration, public relations, accounting, school finance, personnel management and communications are preferred.

 

Experience:
Eight years of management experience in planning, organizing, and implementing programs and projects in the area of real estate or facilities development and design management.

 

The following work experience is preferable:

Experience with Leadership in Energy and Environmental Design (LEED) and/or Collaborative for High Performing Schools (CHPS) certified projects
Experience in private/public ventures involving project development design and
construction
Experience utilizing Building Information Modeling (BIM)
Experience with DSA construction/design processes
Experience in designing of educational or instructional facilities

Special:
Any one of the following is preferable:

A valid Certificate of Registration as a Professional Engineer by the California State Board of Registration of Professional Engineers and Land Surveyors, or;
A valid Certified Planner (AICP) credential by the American Planning Association, or;
A valid Certificate of Registration as a licensed architect by the California State Board of Architectural Examiners
An active California State Bar Card
A valid California Real Estate Brokers license

AND

A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle.

DESIRABLE QUALIFICATIONS

The ideal candidate will be a highly knowledgeable professional with strong expertise in facilities planning, development, and program implementation, with the ability to support executive leadership in the coordination and delivery of complex capital projects. They will play a key role in advancing planning initiatives, ensuring that projects are aligned with long-range facility strategies, educational specifications, and organizational priorities. 

 

They will be a collaborative and detail-oriented leader who thrives in a team environment, supporting staff and driving coordination across planning, design, and construction functions. The ideal candidate will build strong working relationships with internal departments, consultants, and external agencies, demonstrating a proactive and solutions-oriented approach to addressing facility needs, site constraints, and project challenges.

 

With a solid background in educational facility planning, the candidate will be well-versed in school utilization, demographic analysis, site selection, and the integration of architectural and engineering considerations into project development. They will demonstrate a thorough understanding of planning principles, regulatory requirements, and approval processes necessary to move projects from concept through design and into implementation.

 

Additionally, the ideal candidate will be fiscally responsible and analytically strong, with experience supporting budget development, cost analysis, and resource planning for capital programs. They will be an effective communicator and coordinator, capable of facilitating stakeholder engagement, presenting technical information clearly, and supporting negotiations related to project scope, schedules, and requirements. Experience in the public sector and with large-scale bond-funded programs is highly desirable.

 

The successful candidate will demonstrate integrity, sound judgment, and a high standard of professional ethics while serving as a trusted partner in advancing the organization’s facilities planning and development goals.

Selection and promotion are based on a competitive employment assessment process.
