DESIRABLE QUALIFICATIONS
The ideal candidate is an analytical, organized, and service-oriented professional who can help turn a District sponsor’s business need into a clear, competitive, and compliant procurement. They can apply established policies, procedures, and prior experience to make sound decisions on routine assignments including preparing formal and informal solicitation packages for Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Qualifications (RFQs), and processing purchase requisitions for purchase orders.
The candidate follows projects through completion, anticipates and communicates next steps, maintains accurate records, and keeps District sponsors and other stakeholders informed throughout the procurement process. They communicate effectively with District staff and vendors, provide responsive customer service, and use Microsoft Word, Excel, Outlook, and other procurement technology to review bids, proposals, quotations, and cost information; identifying potential issues; and provide recommendations consistent with procurement policies, procedures, and operational needs.
The ideal candidate demonstrates initiative, organization, and attention to detail while working under general supervision or receiving technical direction from higher-level staff. They seek to understand procurement requirements, apply sound judgment within established guidelines, and continue developing the knowledge and skills necessary to successfully handle assignments of increasing complexity and independence.
MINIMUM REQUIREMENTS
Education:
Graduation from a recognized college or university with a bachelor’s degree, preferably with a degree in supply chain management, economics, business or public administration, finance, law, or a related field.
Experience:
One year of experience preparing specifications or solicitation documents for construction, professional service, and/or goods and general service contracts, or reviewing purchase requisitions and issuing purchase orders for commodities.
Special:
A valid driver’s license to legally operate a motor vehicle in the state of California and the use of a motor vehicle, or the ability to utilize an alternative method of transportation.

JOB DUTIES/RESPONSIBILITIES
A Contract Administration Analyst I performs a variety of contract administration and procurement duties of gradually increasing scope and complexity with increasing requirements of initiative and independence of action.
Typical Duties include:
- Preparing and developing routine solicitation documents and specifications for Requests for Proposals (RFPs), Invitations for Bids (IFBs), Requests for Qualifications (RFQ), and other contract-related activities.
- Scheduling and conducting pre-bid and pre-proposal meetings and the source selection and evaluation process with administrators, customers, contractors, and other interested parties to clarify statement of work issues and coordinate responses regarding technical issues during the solicitation process.
- Analyzing routine cost proposals, bids, amendments, and change orders and conducting basic negotiations to maximize value and minimize the cost of goods and services to the District.
- Preparing contractual documents consistent with District policies, California Education Code, Public Contract Codes, and prudent procurement and strategic sourcing practices.
- Conferring with technical personnel and administrators from various departments about specifications for purchases and prepares, reviews, and modifies specifications as needed
- Evaluating bids and proposals for responsiveness and responsibility and preparing award recommendations for management review consistent with established policies.
- Evaluating and processing requisitions and vendor quotes and ensuring compliance with applicable codes and District policies and procedures related to insurance, fingerprinting, and tuberculosis clearances.
- Supporting schools and offices by providing training, technical assistance, and answering questions on procurement related matters.
- Researching and preparing reports and correspondence regarding technical contract issues.
- Ensuring fair and open competition through the maximization of outreach events and activities, website postings, advertisements, announcements, and meetings.
- Monitoring contract compliance, negotiating amendments or change orders, and reviewing and approving contractor requests.
- Conducting closeout actions upon contract completion such as final audit, payment reconciliations, and deliverable verifications.
- Confering with vendors, suppliers, and District staff regarding complaints about the quality of services and materials or equipment received.
- Compiling, retrieving, and analyzing various reports related to procurement and contracts.
- May make oral presentations to management and policy makers regarding contract issues.

The assessment process for this position TENTATIVELY consists of an Excel assessment followed by a Technical Interview.

Selection and promotion are based on a competitive employment assessment process. Candidates who pass all parts of the assessment process are placed on a hiring (eligibility) list based on their assessment score. Hiring departments may make job offers to candidates on the top three ranks of the hiring list. Eligibility typically lasts for 12 months. The hiring list resulting from this assessment process may be used to fill open positions in related job classifications.
