JOB DUTIES/RESPONSIBILITIES

A Branch Human Resources Manager plans, administers, and coordinates complex activities related to personnel functions and labor-management agreements and may perform a combination of highly responsible line and staff duties assisting an administrator in personnel, training, budgeting, or other staff services and functions.

 

Typical duties include:

  • Directing, developing, establishing, and implementing policies and procedures to assure consistency in human resources related activities and administration.
  • Conferring with and advising administrators, managers, supervisors, and other employees regarding labor agreement and District laws, rules, policies, and procedures to provide resolutions to personnel problems.
  • Administering union contract and grievance procedures and interpreting labor-management agreements, and Personnel Commission and Board rules.
  • Representing the organization in contract negotiations, grievance arbitrations, and disciplinary hearings.
  • Consulting with employees and their representatives to resolve grievances, protests, and complaints.
  • Consulting with legal counsel and administrators to resolve issues and litigation involving Title IX, EEOC, worker compensation, reasonable accommodation, Public Employment Relations Board, and other litigation.
  • Reviewing and approving job analysis related to Worker Compensation claims.
  • Developing and supervising programs for management and supervisory development and for special training programs.
  • Establishing personnel projections, assisting in recruitment, and maintaining liaison with Classified Talent Acquisition and Selection Branch to forecast needs and request for eligibility lists and to nominate individuals to serve as subject matter experts and interviewers.
  • Developing procedures and administering processes in accordance with Collective Bargaining Agreements and Personnel Commission rules.
  • Participating in the review of operational efficiency and developing processes, methods, and data systems to improve business and service functions.
  • Developing plans for implementation of actions affecting organization and employee classification and maintaining procedures for position and assignment control.

MINIMUM REQUIREMENTS

PROMOTIONAL STATUS IS REQUIRED

You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation. Laid-off employees' eligibility as a promotional candidate expires at the end of their 39 month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.

 

EDUCATION:

Graduation from a recognized college or university, preferably including courses in personnel and public administration, psychology, staff development, and labor relations. Additional experience may be substituted for two years of the required education on a year-for-year basis provided that graduation from high school or evidence of equivalent educational proficiency is met.

 

EXPERIENCE:

Five years of experience in a variety of professional personnel administration or labor relations assignments, such as position classification, wage and salary determination, employee selection, employee relations, labor contract development and administration, personnel research, employee grievance and resolution, and the development of personnel rules, policies, and procedures.

 

SPECIAL:

A valid driver's license to legally operate a motor vehicle in the State of California and use of a motor vehicle.

DESIRABLE QUALIFICATIONS

The successful candidate will possess extensive expertise and a deep commitment to the field of human resources. We require a well-rounded practitioner with demonstrated experience in strategic workforce planning, labor relations, policy development, staff development, and performance management. Furthermore, they must possess expertise in employee discipline, with a proven ability to manage complex investigations, apply progressive discipline models, and mitigate organizational risk while maintaining documentation that withstands regulatory scrutiny. The successful candidate will be a composed, resilient and patient individual with excellent skill in navigating contentious situations.

 

Additionally, the ideal candidate will be a strong supervisor and will possess the following:

  • Knowledge of employment laws, merit system rules, and LAUSD personnel procedures.
  • Familiarity with the bargaining unit agreements for Classified Employee unions.
  • Ability to prioritize and flexibly handle multiple demands.
  • Ability to negotiate effective solutions to challenging situations.
  • Ability to collect, analyze, and interpret data and information to use as a basis for making accurate human resources decisions and recommendations.
  • Well refined communications skills including the ability to communicate orally and in writing to diverse audiences.
  • Effective interpersonal skills.
  • Familiarity with various technology and software used to support HR functions.

Selection and promotion are based on a competitive employment assessment process. Candidates who pass all parts of the assessment process are placed on a hiring (eligibility) list based on their assessment score. Hiring departments may make job offers to candidates on the top three ranks of the hiring list. Eligibility typically lasts for 12 months.
