DESIRABLE QUALIFICATIONS

 

The Los Angeles Unified School District's Budget Services and Financial Planning Division is currently seeking a Special Education Fiscal Analyst to serve as a specialist related to financial data, analysis, and projections related to Special Education-operated programs.

 

The ideal candidate for this position will possess extensive experience analyzing and interpreting data and managing a large budget and be able to identify trends in order to maximize one-time funding and/or grants that reduce impact to the general fund. This person will also have extensive experience with spreadsheets/data management systems to create complex reports using nested formulas and will be able to manage multiple large databases (Microsoft Excel, Access, and Power BI) to maximize efficiency. The ideal candidate will also have experience with student information systems (preferably Welligent and/or MiSiS), Special Education programs, and familiarity with basic tenets and practices of Special Education. An incumbent in this role will possess knowledge of federal, state, and local legislation and guidelines and have exceptional project and time management skills to successfully manage workflow processes. Additionally, the ideal candidate must have a high-level understanding of the California School Accounting Manual (CSAM). An incumbent in this position will possess strong attention to detail and be able to thoroughly verify and analyze information to ensure accuracy. Furthermore, the ideal candidate will have a strong ability to write and prepare clear and concise reports, policies, procedures, and related documents to present to senior leadership and other stakeholders.

MINIMUM REQUIREMENTS

 

PROMOTIONAL STATUS IS REQUIRED

You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation.

Laid-off employees' eligibility as a promotional candidate expires at the end of their 39-month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.

 

EDUCATION:

Graduation from a recognized college or university preferably with a bachelor’s degree in accounting, finance, public or business administration, economics, or a related field. Professional experience in finance, budgeting, or a related field beyond that required, may be substituted for up to two years of the required education on a year-for-year basis, provided that the requirement of a high school diploma or equivalent is met.

 

EXPERIENCE:

Five years of professional-level experience in financial analysis, budgeting, cost accounting and/or auditing, including analysis of income and expenditure statements, budgets, or cash flow. Experience with Welligent, MiSiS, CALPADS, SAP, and COFE is preferable.

 

SPECIAL:

A valid driver’s license to legally operate a motor vehicle in the State of California and the availability of private transportation, or the ability to utilize an alternative method of transportation.

JOB DUTIES/RESPONSIBILITIES

 

Special Education Fiscal Analyst assists an administrator by conducting complex operational analysis and reviewing, monitoring, and reporting various fiscal aspects related to Special Education.

 

This position entails performing the following duties regarding various LAUSD Special Education operated programs:

  • Planning the annual operational activities, consisting of annual centralized budgeting, resource allocation, and year-end expenditure distributions for Special Education.
  • Preparing and analyzing long-term financial and statistical revenues, expenditure projections, budget alignment, and consolidated expenditure forecasts and trend analysis to review and analyze the budget.
  • Analyzing federal and State legislations, Education Codes, Mandated Consent Decrees, and fiscal regulations as it relates to special education to determine fiscal implications, appropriate use of funds, and revenue maximization.
  • Reviewing and analyzing the budget, policies, and programs to gain operational improvements, cost savings, establish priority on allocation of funds, and alignment of budget.
  • Analyzing the fiscal impact of various Special Education policy proposals and assisting in the preparation of status reports to the Board of Education with recommendations.
  • Developing and maintaining policies and procedures, methodologies, and processes to collect data.
  • Managing processing and tracking of financial transactions, files, and records.
  • Conducting research studies, ad hoc analysis, scenarios, and preparing reports regarding policies, procedures, organization structure, and other administrative, budgeting, and financial analysis needs for overall problem solving.
  • Performing complex analysis independently and identifying and informing administration of potential financial impact, opportunities, and recommendation in areas, such as NPS, NPA, Per Diem, Reimbursements, and Fee For Service.
  • Delivering presentations for Special Education related items such as reporting requirements, Charter Options, revenue allocation models, expenditure trends, and Special Ed funding sources.
  • Analyzing and reviewing data from Welligent IEP system, MiSiS, CALPADS, SAP, and COFE.
  • Developing and maintaining data consolidation for federal and state reporting.

Selection and promotion are based on a competitive employment assessment process. Candidates who pass all parts of the assessment process are placed on a hiring (eligibility) list based on their assessment score.
