DESIRABLE QUALIFICATIONS

The ideal candidate for Chief Risk Officer is a dynamic, results-driven leader with a proven track record in developing and managing comprehensive risk management programs for large, complex organizations. This individual will bring extensive knowledge of workers’ compensation, property and casualty insurance, tort liability, disability management, group health benefits, retirement savings plans, accident prevention and loss control programs, and experience in overseeing a captive insurance company.

 

The ideal candidate will be well-versed in California Workers’ Compensation and disability laws, as well as federal and state statutory requirements including ADA, FMLA, COBRA, HIPAA, ACA, and the California Education Code. They will demonstrate exceptional ability to interpret and apply legislation, regulations, and policies while ensuring compliance and minimizing organizational risk. The Chief Risk Officer should possess experience in structuring, managing, and optimizing a captive insurance company to support the organization's long term financial stability. This includes a strong understanding of reinsurance markets, stop-loss arrangements, and alternative risk financing strategies that help balance protection with cost efficiency. The ideal candidate will be skilled in evaluating actuarial reports, reserves, and claims data to guide sound financial decision-making and ensure adequate funding of liabilities. In addition, they will have demonstrated ability to leverage the captive as a strategic tool for cost containment, risk transfer, and overall risk management, alligning its operations with the organization's broader financial and operational goals.

 

A strategic thinker and skilled problem solver, the ideal candidate will excel at analyzing complex problems, evaluating alternatives, and implementing effective and efficient solutions. They will have demonstrated success in managing multi-unit operations through subordinate administrators, leading a team of approximately 70 employees. Applying strong leadership and supervisory principles, they will drive accountability and performance to achieve organizational goals.

 

Equally important, this candidate will be an excellent communicator who can prepare clear, comprehensive reports, present complex information persuasively, and engage effectively with internal and external stakeholders. They will have the ability to foster a culture of collaboration, accountability, and inclusion, while maintaining composure under pressure and promoting equal opportunity in the workplace. Beyond compliance and insurance, the Chief Risk Officer will be a strategic business partner, who can connect risk management to financial performance, governance, and organizational resilience.

 

This role requires a leader who can integrate organizational vision with program goals and values, ensuring the District remains proactive, compliant, and forward-looking in all areas of risk management.

 

Important Note: Incumbents hired for this job must report to work on-site 5 days a week.

JOB DUTIES/RESPONSIBILITIES

Reporting directly to the Chief Financial Officer or designee, the Chief Risk Officer will plan, organize, develop, direct and oversee District-wide insurance and risk management services and related policies and procedures at the executive level. Additional responsibilities of this position include:

  • Formulating and recommending District policies and advises the District's executive staff and Board of Education of potential risks associated with the implementation of programs and policies and procedures and proposed changes in the laws, rules, and regulations related to insurance and risk management.
  • Developing appropriate cost-effective methods for the procurement of insurance coverage, management of self-insurance services, and oversight of the District's captive insurance company for property, casualty, workers' compensation, and other areas.
  • Developing and analyzing the District's risk metrics and reports, including losses and key incidents, key risk exposures and early warning indicators and identifying methods to eliminate or minimize risks and possible losses and recommending solutions.
  • Overseeing insurance and risk management expenses, forecasts, and budgets to ensure all financial objectives are met; managing self-insured loss reserve accounts; and directing the operations of the District's captive insurance company with primary emphasis on solvency, regulatory compliance, and long-term financial stability.
  • Settling Workers' Compensation and Liability claims as authorized by the Board of Education.
  • Representing the District in collective bargaining negotiations related to all risk management functions.

MINIMUM REQUIREMENTS (Pending PC Approval)

EDUCATION:

Graduation from a recognized college or university with a bachelor's degree, preferably in business administration, public administration, or a related field. College courses in law, insurance, risk management, or safety engineering are highly preferable. An advanced degree in law, insurance, risk management or a related field is preferable.

 

EXPERIENCE:

Five years of risk management experience at the management or executive level with direct administrative authority in an organization with a multi-unit risk management operation or departments. Experience in at least two of the major responsibilities in risk finance, integrated disability, employee group health benefits, or captive insurance company is required. Experience in the investigation and adjustment of workers' compensation claims and general liability claims in the public sector is preferable.

 

Posession of valid certification as an Associate of Risk Management (ARM), Chartered Property and Casualty Underwriter (CPCU), Associate in Claims (AIC), or Certified Employee Benefits Specialist (CEBS) is preferred.

 

SPECIAL:

A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle, or the ability to utilize an alternative method of transportation.
