DEPARTMENT OR SCHOOL SITE
The Program Support Services Branch provides financial and operational management for Facilities Services Division (FSD) functions as well as the FSD Bond Program. This includes financial analysis and reporting, facilities legislation, grants and funding activities, staff planning, technology services, program controls, and payment processing. The Branch manages a variety of funds and funding sources, the annual budget development, and multi-year capital project budgets. In addition, staff manage the facilities job cost systems and processes, and work to assure prompt, accurate, and efficient vendor payments. JOB DUTIES/RESPONSIBILITIES
A Supervising Facilities Cost Analyst will be responsible for planning, organizing, and supervising the day-to-day activities of a unit responsible for Facilities Services Division project financial analysis, budget,
accounting, or program and project controls. Typical duties include but are not limited to supervising staff responsible for obtaining and processing high volumes of cost and operations data from the Facilities
Services Division using current database and systems applications; conducting studies and analysis on facilities financial and accounting data and processes, state and federal funding programs, annual budget
preparation and revisions, sources of funding; recommending appropriate actions and changes regarding unit policies and procedures; developing program-level financial and operational reporting pertaining to capital and bond funds; and reviewing revenue forecasts and revenue and expenditure data for project budget preparation and control.

MINIMUM REQUIREMENTS
PROMOTIONAL STATUS IS REQUIRED. You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation. Laid-off employees' eligibility as a promotional candidate expires at the end of their 39 month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.
Education:
Graduation from a recognized college or university with a bachelor’s degree in accounting, public or business administration, economics, or related field. It is preferable that degrees in non-accounting-related majors be supplemented by college-level courses in accounting.
Experience:
Five years of experience in financial analysis, budgeting, cost accounting or auditing, including analysis of income and expenditure statements, budgets, or cash flow. Experience in supervision or project cost-accounting for a large-scale construction organization and use of computerized accounting and budget systems is preferable.
Special:
A valid California Driver License and the availability of private transportation, or the ability to use an alternative method of transportation
DESIRABLE QUALIFICATIONS
The ideal candidate is experienced in the areas of budgeting, fund accounting, and finance with in-depth knowledge and understanding of bond versus general funds, multi-fiscal year budgeting, cost accounting, project accounting, and staff planning. The ideal candidate is an organized and solutions-driven individual with demonstrated experience in managing people and the ability to work independently. They possess expertise in handling large volumes of transactions and data, evaluating and resolving technical issues with finance applications, and effectively communicating both orally and in writing with various stakeholders. Additionally, familiarity with Maximo and Colin systems is highly desirable.
