Under the direct supervision of the Executive Director, Multilingual Multicultural Education Department (MMED), the specialist will collaborate with the MMED to implement standards-based instruction across content areas aligned to the California content frameworks. The specialist will use a multi-tiered approach to instruction, Culturally and Linguistically Responsive Pedagogy (CLRP), and evidence-based strategies to build teacher capacity and ensure mastery of core instruction, acceleration, and enrichment for multilingual academic language learners, which include English learners (ELs), reclassified fluent English proficient (RFEP), Standard English learners (SELs), migrant and refugee education, dual language, American Indian, and indigenous students.
PRIMARY DUTIES/RESPONSIBILITIES:
- Collaborates with the MMED and region staff to implement instructional guidelines and/or priorities for the education of multilingual academic language learners in alignment with the District’s Strategic Plan, the 2025 Multilingual Multicultural Master Plan, and state/federal guidelines
- Provides professional development to EL designees, TSP advisers, MMED funded school-based positions, and teachers in alignment with all core content areas, English Language Development (ELD) standards, ELA/ELD Framework, EL Roadmap, grade level standards-based instruction, academic language development, and evidence-based practices/strategies
- Supports the monitoring and implementation of comprehensive instructional programs in and through the academic content areas
- Supports schools with regional program reviews, including Federal Program Monitoring and Title III Audits
- Supports the preparation of regional instructional progress monitoring reports for the MMED
- Provides content and technical program support to school support staff and administrators to impact that the District’s multilingual multicultural instructional programs and services are implemented with fidelity
- Uses student-centered data to identify, inform, and design region-wide professional development and acceleration and enrichment strategies to impact the instructional needs of multilingual academic language learners
- Conducts school-site visits to ensure implementation of multilingual language learners instructional services
- Provides hand-on technical guidance and support to EL, SEL designees, TSP advisers, and MMED funded school-based positions
CONTINUED PRIMARY DUTIES/RESPONSIBILITIES:
- Uses the multi-tiered approach to impact academic achievement and acceleration using Tier I, II, and III supports
- Leads, supervises, and evaluates the instructional support provided by MMALCs and collects and maintains their work logs and multi-funding time reporting documentation
- Uses pre- and post-conferences for planning and debriefing lessons/professional developments; provides direct feedback to MMED funded school-based staff, EL/SEL designees, TSP advisers, and opportunities to reflect on their practice
- Meets regularly with site EL/SEL designees, MMED funded school-based staff, and support personnel to analyze language learner data and further communicate and strengthen instructional support to school staff
- Monitors the progress of students’ academic language development individually, by typology groups, and school-wide, using MiSiS reports, FOCUS Dashboard, and Whole Child Integrated Data
- Monitors and supports schools with the correction of program data errors
- Develops and facilitates mandatory central and regional professional development to expand the implementation of pedagogical strategies, content knowledge, and systematic analysis of student data
- Performs other duties as assigned
SALARY:
Salary: 38G, (School Support Administrator, 0515) – E Basis ($117,509 – $146,277) – 234 paid days
- In the case of an annualized employee who is changing basis during the year, this change may result in an annualized “settlement” (i.e., the process by which the District resolves an under or overpayment).
- For employees who change basis during the school year, this basis change may prevent them from earning a full year of service credit.
- Selected individual may be subject to displacement due to norm allocation and seniority-based RIF provisions or due to budget limitations.
- This position is deemed certificated under Education Code Section 44065, but may not qualify for "creditable service" under Education Code Section 22119.5 for CalSTRS benefits. However, if the candidate chosen for the position is already a CalSTRS member, he/she can fill out an election form to remain in CalSTRS and thereby obtain CalSTRS credit for this service.
MINIMUM REQUIREMENTS:
- At least five (5) years of successful, full-time public school service in a certificated position(s)
- A valid California Administrative Services Credential
- An earned master’s degree or advanced degree of at least equivalent standard conferred by a regionally-accredited college or university
- Completion of required Multicultural Education and Master Plan coursework*

DESIRABLE EXPERIENCE/QUALIFICATIONS:
- Full English Learner Authorization (BCLAD, CLAD, ELA1, Bilingual Authorization, or equivalent)
- Knowledge of and ability to plan, design, and implement differentiated professional development
- Knowledge of and ability to conduct peer coaching or mentoring for instructional support staff
- Knowledge and experience with Whole Child Integrated Data, MiSiS, FOCUS, and other District reporting and tracking systems
- Understanding of state/ federal laws, and District policies and procedures, as they relate to multilingual language learners
- Experience with District budget guidelines and implementing program budgets
- Experience in working with EL, SEL, DLE, Migrant Education and Refugee programs, American Indian and Indigenous students
- Experience with the development and evaluation of instructional programs and services
- Experience with presenting to large and small groups
- Ability to use technology and access data to inform instruction, professional development, intervention and instructional plans
- Ability to work collaboratively with District/Region/School support staff, teachers, parents, and administrators
- Ability to work effectively with all racial, ethnic, linguistic, disability, and socioeconomic groups
- Ability to compose and comprehend written communication
- The ability to travel to other sites and locations throughout the District
