SPECIALIST, NONPUBLIC SERVICES SUPPORT

PRIMARY DUTIES/RESPONSIBILITIES:
- Monitors provision of nonpublic services, including data collection and collaboration with Psychological Services/ERICS and Due Process Departments, to maximize adherence to the contract and ensure alignment and consistency in the District’s use of nonpublic contractor services
- Negotiates and implements master contracts and individual services agreements with nonpublic schools and agencies
- Reviews and authorizes individual services agreements with contracting nonpublic schools and agencies
- Provides policy guidance and technical assistance, coordination, and consultation to administrators of nonpublic schools and agencies, District staff, outside agencies, parents, and students
- Participates in the implementation of the Least Restrictive Environment policy of the Division of Special Education to prevent inappropriate identification of students as having a disability
- Provides appropriate student placement and supports for students approved for nonpublic school or agency services, resulting in positive academic, behavioral, and social development outcomes for students with disabilities and exiting of students from special education support when outcomes are met
- Collaborates with staff at regions, instruction and operations offices, special education service centers, school, parents, students, and other entities providing services to students with disabilities
- Develops technical assistance strategies and supports schools regarding the requirements and implementation strategies for the state indicator outcomes, as well as, requirements and implementation of all federal and state mandates specific to nonpublic services for students with disabilities
CONTINUED PRIMARY DUTIES/RESPONSIBILITIES:
- Utilizes data to identify trends and proactively remedy compliance and contractual violations to increase the District’s substantial compliance
- Works continuously with all stakeholder groups on ensuring that students are supported in the least restrictive environment for the maximum extent possible
- Provides recruitment, selection, training, direction, and general supervision to Nonpublic Services Support staff
- Interfaces with the California Department of Education (CDE) regarding site reviews and systemic or student-level compliance issues
- Facilitates the implementation of instructional modifications, accommodations, and behavioral interventions
- In collaboration with Educational Equity Compliance Office, investigates and responds to uniform complaints and CDE-required corrective actions
- Assists with policy and procedures development and implementation surrounding nonpublic services
- Manages regular meetings with nonpublic contractors for the purposes of policy and procedures alignment and informational dissemination
- Performs other duties as assigned in accordance with the District/AALA agreement
SALARY:
Salary: 38G, (School Support Administrator, 0515) – B Basis ($110,981 – $138,149) – 221 paid days
- In the case of an annualized employee who is changing basis during the year, this change may result in an annualized “settlement” (i.e., the process by which the District resolves an under or overpayment).
- For employees who change basis during the school year, this basis change may prevent them from earning a full year of service credit.
- Selected individual may be subject to displacement due to norm allocation and seniority-based RIF provisions or due to budget limitations.
- This position is deemed certificated under Education Code Section 44065, but may not qualify for "creditable service" under Education Code Section 22119.5 for CalSTRS benefits. However, if the candidate chosen for the position is already a CalSTRS member, he/she can fill out an election form to remain in CalSTRS and thereby obtain CalSTRS credit for this service.
MINIMUM REQUIREMENTS:
- At least five (5) years of successful, full-time public school service in a certificated position(s)
- At least three (3) years of successful, full-time public school experience working with students with disabilities in a certificated capacity
- A valid California Administrative Services Credential
- A valid California Special Education Teaching Credential requiring a bachelor's degree and a program of professional preparation, including student teaching
- An earned master’s degree or advanced degree of at least equivalent standard conferred by a regionally-accredited college or university
- Completion of required Multicultural Education and Master Plan coursework*

DESIRABLE EXPERIENCE/QUALIFICATIONS:
- Strong experience in both general and special education settings
- Experience with nonpublic schools and agencies and nonpublic services master contract stipulations
- Experience with District data systems, including Welligent, MiSiS, and MyData
- Classroom experience modifying and scaffolding instruction and curriculum as well as successful classroom management
- Knowledge of the Individuals with Disabilities Education Act (IDEA), California special education regulations, and District special education policies and procedures
- Strong project management, organizational skills, and written and oral communication skills
- Demonstrated leadership ability in collaboration, conflict resolution, negotiation and professional development
- Excellent interpersonal skills and experience and commitment to working collaboratively with students, parents, teachers, and administrators
- Ability to travel to other sites and locations throughout the LAUSD
