SPECIALIST, K-12 ENGLISH LEARNER (EL) SPECIALIZED PROGRAMS

Under the direction of the Executive Director, Multilingual and Multicultural Education Department or designee, the Specialist, English

Learner (EL) Specialized Programs supports English learner and migrant EL students in achieving English proficiency and academic success. The specialist delivers professional development aligned with the District’s Strategic Plan and EL/Migrant program requirements and supports the implementation and monitoring of instructional services for ELs in District and participating private schools receiving Title III services.

 

PRIMARY DUTIES/ RESPONSIBILITIES:

  • Collaborates with central and region offices to ensure effective implementation, monitoring, and evaluation of the District’s Title III and English Learner Master Plan
  • Analyzes EL and EL migrant student data (achievement, attendance, language development) to inform instruction, acceleration, and enrichment
  • Designs and delivers targeted professional development on Designated/Integrated ELD and EL Migrant Education best practices for administrators, teachers, private school teachers, and support staff
  • Supports schools in implementing effective instructional strategies for ELs and EL Migrant Education students, aligned to the CA ELD/content standards and the District’s 2025 Multilingual Multicultural Master Plan
  • Uses multiple data sources to develop, implement, and evaluate strategies for EL and EL migrant student success
  • Coordinates with District offices to ensure services for EL and EL migrant students, including students with disabilities and GATE students, are aligned and comprehensive
  • Connects EL and migrant students with supplemental services, including academic enrichment, summer programs, health services, and social-emotional support

Monitors implementation of the Multilingual Multicultural Master Plan using tools like MiSiS, FOCUS, and Power BI MMED Dashboard.

CONTINUED PRIMARY DUTIES/ RESPONSIBILITIES:

  • Assists in the preparation of policy documents aligned with state and federal EL/Migrant Education guidelines
  • Works collaboratively with region staff to plan, implement, and evaluate appropriate acceleration programs for ELs, migrant students, long-term English learners (LTELs), and reclassified fluent English proficient (RFEP) students
  • Reviews, analyzes, and provides technical assistance to regions and schools on EL budgets and the School Plan for Student Achievement
  • Supports region Multilingual Multicultural Academic Language Teams (MMALT) teams and school-site EL designees in maintaining instructionally focused and compliant EL/Migrant programs
  • Supports the vertical articulation of EL/Migrant Education students from elementary to middle school to high school
  • Ensures provision of equitable Title III services to participating in private schools in the surrounding geographical area
  • Supports and guides Migrant Education staff and private school assessors complete assigned EL work assignments/task
  • Collaborates across departments to align services and resources for EL and Migrant Education students
  • Performs other duties as assigned

SALARY:

Salary: 38G, (School Support Administrator, 0515) – E Basis ($117,509 – $146,277) – 234 paid days

NOTE: This position will close on June 30, 2026.

  • In the case of an annualized employee who is changing basis during the year, this change may result in an annualized “settlement” (i.e., the process by which the District resolves an under or overpayment).
  • For employees who change basis during the school year, this basis change may prevent them from earning a full year of service credit.
  • Selected individual may be subject to displacement due to norm allocation and seniority-based RIF provisions or due to budget limitations.
  • This position is deemed certificated under Education Code Section 44065, but may not qualify for "creditable service" under Education Code Section 22119.5 for CalSTRS benefits. However, if the candidate chosen for the position is already a CalSTRS member, he/she can fill out an election form to remain in CalSTRS and thereby obtain CalSTRS credit for this service.

MINIMUM REQUIREMENTS:

  • Permanent certificated employee of the Los Angeles Unified School District
  • At least five (5) years of successful, full-time public school service in a certificated position(s)
  • A valid California Administrative Services Credential
  • An earned master’s degree or advanced degree of at least equivalent standard conferred by a regionally-accredited college or university
  • Completion of required Multicultural Education and Master Plan coursework*

DESIRABLE EXPERIENCE/QUALIFICATIONS:

  • Full English Learner Authorization (BCLAD, CLAD, ELA1, Bilingual Authorization or equivalent) in Spanish or another target language
  • Experience as a school-site English learner coordinator
  • Experience in curriculum, instruction, methodology, and effective research-based strategies for ELs, Migrant Education students, LTELs, and ELs with disabilities
  • Experience in designing and delivering professional development using adult learning theory
  • Knowledge and understanding of culturally relevant pedagogy
  • Knowledge of assessments for ELs
  • Demonstration of personal resolve and constructive responses to challenges
  • Demonstration of urgency to improve EL student achievement and outcomes
  • Familiarity with MyData, MiSiS, and Online Accountability System
  • Ability to communicate effectively, orally and in written form, with educational partners
  • Ability to multi-task with multiple projects
  • Ability to work effectively with all diverse racial, ethnic, linguistic, disability, and socioeconomic groups
  • Ability to travel to multiple sites throughout the District
