DEPARTMENT OR SCHOOL SITE
The Los Angeles Unified School District’s Facilities Services Division is responsible for the execution of the District’s school construction bond programs for construction projects, the maintenance and operations of schools, and the utilization of existing assets. As part of Facilities Services Division, the Small Business Unit’s mission is to increase the pool of qualified vendors competing for LAUSD procurement opportunities. The Small Business Program provides SBE firms with information and access to compete for goods contracts, architecture, engineering, and professional services contracts; and referral services to technical assistance, financial, bonding and insurance, and certification services that promote the long-term competitive capacity of SBE firms. The unit also coordinates the We Build Pre-Apprenticeship program. JOB DUTIES/RESPONSIBILITIES
A Small Business Manager plans, organizes, directs, and coordinates the activities of various outreach development programs focused on increasing the contractor and labor pool and improving the process by which outside firms conduct business and obtain school building construction or procurement contracts with the District.

MINIMUM REQUIREMENTS
Education:
Graduation from a recognized college or university with a bachelor’s degree, preferably with a major in business administration, public administration, construction management, engineering, architecture, or related field.
Experience:
Four years of management experience managing business development and outreach, project/program management, financial services, or public and governmental relations activities in a construction, architectural, engineering, public works, or the supplying of goods and services programs.
Special:
A valid California Driver License.
Use of an automobile.
DESIRABLE QUALIFICATIONS
The ideal candidate will have significant experience managing multi-million dollar public works programs; be knowledgeable in federal and State small business guidelines and standards; experience managing workforce development and monitoring local hire programs under a project labor agreement; and an understanding of the barriers affecting small business and local hire participation in public works. Furthermore, the ideal candidate is an organized and solutions driven individual who is able to generate innovative ideas for promoting, developing solutions, and implementing improvements for the program.

Selection and promotion are based on a competitive employment assessment process. Candidates who pass all parts of the assessment process are placed on a hiring (eligibility) list based on their assessment score. Hiring departments may make job offers to candidates on the top three ranks of the hiring list. Eligibility typically lasts for 12 months. The hiring list resulting from this assessment process may be used to fill open positions in related job classifications.
