DEPARTMENT OR SCHOOL SITE
The Project Execution Branch of the Facilities Services Division is responsible for the construction of new schools and repair and modernization of existing schools as part of a multi-year bond funded capital improvement program. The branch is dedicated to ensuring that existing campuses are modernized and repaired in support of the education and safety of our students and staff utilizing cost efficient and sustainable materials.

JOB DUTIES/RESPONSIBILITIES
A Senior Resident Construction Engineer administers District terms and conditions of the construction project relative to the scope, performance, cost and administrative requirements of the Contract for Construction for a new construction project. Typical duties may include:
- Manages, oversees and coordinates all facets of the construction phase of a school facility project including mobilization, construction, and closeout.
- Plans, organizes, directs and reports project management activities and progress to upper management.
- Coordinates with all pertinent public agencies during construction to comply with all off-site work.
- Manages both the project budget and schedule to meet the District’s qualitative standards.
- Performs day-to-day contract administration including assisting the Senior Project Managers in bid analysis, pre-construction meetings and related award coordinating activities.
The Senior Resident Construction Engineer is the primary administrator of the District's Contract for Construction on more complex and higher value new construction projects.
MINIMUM REQUIREMENTS
Education: Graduation from a recognized college or university with a bachelor’s degree in architecture, engineering, construction management, or business administration. Possession of a valid Certified Construction Manager (CCM) credential may be substituted for the required education.
Experience: Seven years experience in project/ construction management of commercial and/or public/educational facility construction with full responsibility* for coordinating complex projects ranging in construction value from $20M and above is required.
*SRCE Expereince Interpretation: For the purpose of this selection process, the term "full responsibility" is interpreted to mean MANAGING complex projects including at least 7 years of being primarily responsible for ALL the following activities:
- Preconstruction planning inluding constructability reviews, preparing bid and award documents, estimating, and construction scheduling
- Reviewing contracts for constuction including negotiating change orders and managing on-sire construction.
- Obtaining appropriate approvals from governing agencies (ie. Division of the State Architect), delivery of completed constuction projects to operations, and closing out projects.
The following work experience is preferable:
- Experience utilizing Building Information Modeling (BIM)
- Experience with Leadership in Energy and Environmental Design (LEED) certified projects and/or the Collaborative for High Performing Schools (CHPS)
- Experience with Division of the State Architect (DSA) construction/design processes
Special:
Either of the following are preferable: A valid Certificate of Registration as a Professional Engineer by the California State Board of Registration of Civil and Professional Engineers, or; A valid Certified Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI).
AND
A valid driver’s license to legally operate a motor vehicle in the state of California and the use of a motor vehicle.
DESIRABLE QUALIFICATIONS
The ideal candidate will be a highly experienced construction management professional with a proven track record of managing complex, large-scale, multi-million dollar construction projects. S/he will have strong leadership abilities, capable of overseeing all phases of construction while providing work direction and guidance to lower-level project managers. The ideal candidate will ensure strict adherence to project schedules, budgets, and specifications, all while maintaining the highest standards of quality and safety. With deep expertise in public contract law, DSA processes, and school facility construction, s/he will be skilled in negotiating change orders, managing project budgets, and performing comprehensive contract administration. Strong written and verbal communication skills will be essential for leading meetings, providing clear directives, and maintaining strong collaboration with contractors, public agencies, and other project stakeholders.

Selection and promotion are based on a competitive employment assessment process.
