DESIRABLE QUALIFICATIONS

 

The ideal candidate for Senior Labor Relations Administrator is a highly skilled professional with a deep knowledge of collective bargaining, negotiations techniques, labor law, and employer–employee relations in a public education setting. This individual is well-versed in the Education Code, Title 5 of the California Administrative Code, Government Code, PERB processes, Board Rules, and the merit system, and demonstrates a strong understanding of the District’s collective bargaining agreements, including side letters and memoranda of understanding.

 

The successful candidate will be an experienced labor relations professional with proven ability to interpret and apply complex laws, rules, policies, and collective bargaining contracts, while also anticipating and addressing labor and employee relations issues. They will bring strong negotiation skills and the ability to collaborate effectively with both certificated and classified bargaining units, demonstrating diplomacy, tact, and professionalism in sensitive and high-stakes discussions.

 

An effective communicator and consensus builder, the ideal candidate will have the ability to lead group processes, resolve conflict, and foster strong working relationships with District staff, union representatives, and internal/external stakeholders. They will also possess strong analytical and problem-solving skills, enabling them to provide sound recommendations on a wide range of collective bargaining, contract administration, and labor relations matters.

 

Finally, the ideal candidate will be an experienced leader who can mentor and guide team members, ensure work is performed effectively and in alignment with the District’s goals and objectives, supervise staff, assign responsibilities, and, when needed, administer the organizational functions of the Office of Labor Relations in a reserve capacity.

MINIMUM REQUIREMENTS

 

PROMOTIONAL STATUS IS REQUIRED

You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation.

 

Laid-off employees' eligibility as a promotional candidate expires at the end of their 39-month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.

 

EDUCATION:

Graduation from a recognized college or university with a bachelor’s degree.

 

EXPERIENCE:

Three years of experience performing duties in one or more of the following: labor negotiations, labor contract development or administration, formal mediations, or employee grievance procedures and resolution.

 

SPECIAL:

A valid driver’s license to legally operate a motor vehicle in the State of California and the use of private transportation.

JOB DUTIES/RESPONSIBILITIES

 

A Senior Labor Relations Administrator plans, prepares, organizes, and coordinates District strategies and proposals for collective bargaining negotiations; participates in arbitration hearings for classified and certificated labor relations matters; and serves as a District’s lead negotiator as directed for assigned bargaining units. 

 

The typical duties for this position include:

  • Reviewing, coordinating, and conducting the work of labor negotiations with the District’s represented bargaining units within established guidelines; serving as a District’s lead negotiator as directed for assigned bargaining units. 
  • Planning labor strategy in collaboration with the District’s chief negotiator and participates in preparing District positions and proposals for use in collective bargaining.
  • Coordinating negotiation sessions and other labor relations-related meetings between the District and bargaining unit representatives.
  • Preparing, developing, and revising labor relations documents such as initial proposals and counterproposals for reopener and successor agreements, “sunshining proposals”, and formalized agreements reached with bargaining units. 
  • Overseeing and participating in the identification, collection, and analysis of data related to collective bargaining.
  • Overseeing and coordinating District responses to information requests from employee organizations on matters within the scope of union representation.
  • Collaborating with District offices to obtain input for collective bargaining proposals and develop and implement systems responsive to departmental labor relations needs.
  • Providing guidance and solutions to highly complex labor relations problems.
  • Representing the District in arbitration hearings relating to contract interpretation or serves as cocounsel for other District representatives and testifies as an expert witness when necessary in such hearings.
  • Representing the District in hearings before the Public Employment Relations Board relative to unfair practice charges, representational elections, and decertification actions.
  • Advising administrators and other District management staff in matters relating to the execution of collective bargaining agreements and grievance procedures.
  • Recommending new policies and procedures or the modification of existing policies and procedures relative to personnel practices.
  • Interpreting legislation, Board rules, administrative regulations, policies, and procedures affecting the Office of Labor Relations.
  • Preparing collective bargaining documents and records.

Selection and promotion are based on a competitive employment assessment process. Candidates who pass all parts of the assessment process are placed on a hiring (eligibility) list based on their assessment score.
