JOB DUTIES/RESPONSIBILITIES

A Senior Human Resources performs the more responsible and complex technical human resources work related to position classification, recruitment, employment selection, training, compensation, employee relations, human resources research, appeals, and the formulation, development, and interpretation of human resources rules and policies. Supervises technical and/or office support employees performing human resources work.

MINIMUM REQUIREMENTS

PROMOTIONAL STATUS IS REQUIRED. You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service or permanent status in the Certificated Service or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation. Laid-off employees' eligibility as a promotional candidate expires at the end of their 39 month period; as such, laid-off employees applying for promotional career opportunities may not be eligible to complete the assessment process or may be removed from the employment eligibility list once their eligibility as a promotional candidate expires.


EDUCATION: Graduation from a recognized college or university with a bachelor's degree.

 

EXPERIENCE: Four years of professional human resources experience, including two years performing work in technical areas such as position classification, wage and salary administration, recruitment, human resources selection, employee relations and discipline, human resources field office management, staff and organization development, or the development and maintenance of merit system human resources rules preferably in a public agency. Experience in personal computer operation and software applications related to human resources and administrative analysis is highly desirable.

*A master's degree in one of the behavioral sciences may be substituted for up to two years of the required experience.

 

SELECTIVE CERTIFICATION
Some positions may require special knowledge or experience for which selective certification may be made according to the Education Code Section 45277, AB2125. Verified competence in one or more of the
following areas may be considered in filling some positions in the job classification:

- Recruitment (3 years of which 1 year included project management)

- Selection (3 years of which 1 year included project management)
- Classification and Compensation (3 years of which 1 year included project management)
- Instructional Design and Delivery (3 years of which 1 year included project management)
- Employee Relations (3 years of which 1 year included project management)

DESIRABLE QUALIFICATIONS

The ideal candidate will possess extensive experience in at least one of the following areas: (1) Employee Recruitment, (2) Selection, (3) Classification and Compensation, (4) Staff Development and Training, and/or (5) Employee Relations. Additionally, the ideal candidate for this position will possess the following:
- Well developed supervisory skill, including the ability and willingness to lead and develop subordinate staff.
- Project management skill in defining objectives, making assignments, delegating to others, tracking progress, meeting deadlines, along with the ability to readjust priorities as situations change
- Knowledge of current human resources practices, processes, procedures, Personnel Commission rules and regulations, the Merit System, provisions of the Education Code, and basic human resources law
- Ability to analyze information and conduct investigations to solve problems and present a variety of solutions
- Exceptional customer service skill, including the ability and willingness to build effective business relationships.
- Clear verbal and written communication skills 
- Skill in using computer technology, such as Microsoft operating systems and word processing, spreadsheets, data bases, and applicant management systems to improve performance of duties of this position.
