DESIRABLE QUALIFICATIONS
LAUSD anticipates hiring an exceptional leader with a strong audit and investigation background and a proven track record of managing large operations, preferably within the public sector. This individual will be familiar with diverse business operations.
The candidate will have superior management skills and considerable experience overseeing a large staff of professionals involved in comprehensive audits and financial investigations within a complex institution. This individual will also have a proven track record of successfully managing strong working relationships with all stakeholders, including elected officials, the community, and the media.
Further, the ideal candidate will demonstrate considerable personal and professional judgment and integrity by dealing appropriately with ethical breaches and handling politically challenging situations with integrity and diplomacy. Specific experience overseeing complicated audits and investigations for large educational institutions is desirable.
Important Note: Incumbents hired for this job must report to work on-site 5 days a week.

JOB DUTIES/RESPONSIBILITIES
The individual selected for this position will become an integral part of LAUSD’s executive team and will direct the District’s audit and investigative functions. Specific responsibilities include:

Directing and overseeing complex audit and investigative activities related to performance, finance, contracts, and compliance to ensure appropriate safeguards of District resources are maintained.

Directing the planning and organization of the performance of complex investigations that could involve fraud, waste, and violations of District policy or the law.

Directing and overseeing the establishment and effectiveness of policies, guidelines, requirements, and strategies for internal and contract audits, investigations, and special studies.
- Collaborating with the Board and staff in preparing Internal Audit and Contract Audit Unit Annual Work Plans.

Informing the Board of Education and the Superintendent of major internal and contract audits and investigations and their outcomes, and advises on appropriate disposition of such matters.

Directing and reviewing the preparation of reports of audits, investigations, and special studies for the Board of Education and the Superintendent.

Directing the fraud prevention and fraud awareness programs such as the "whistle-blower protection" policy and ensuring implementation and compliance.
- Overseeing the monitoring and operation of the District's Fraud Hotline.

MINIMUM REQUIREMENTS
EDUCATION:
Graduation from a recognized college or university with a bachelor's degree in accounting, business, law enforcement, public administration, or other related field. Possession of a J.D. or M.B.A. degree or a C.P.A., C.I.A., or C.F.E. certificate is preferable.
EXPERIENCE:
Eight years of executive level management experience that includes legal, criminal, administrative, or investigative experience that demonstrates professional knowledge of practices, methods, and techniques to plan and conduct independent, complex audits or investigations.
SPECIAL:
A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle, or the ability to utilize an alternative method of transportation may be required for some positions.
