EXECUTIVE DIRECTOR, EARLY CHILDHOOD EDUCATION

FRTXX (School Support Administrator, Executive Management; 0529)

 

Provides leadership and support to improve learning and achievement of students enrolled in the District’s licensed early childhood education programs and Transitional Kindergarten (TK) programs.  The executive director ensures that programs advance learning outcomes, comply with federal and state requirements, and reflect research-based best practices, while effectively allocating resources and building organizational capacity.

PRIMARY DUTIES/RESPONSIBILITIES:

  • Provides leadership in the planning, design, implementation, evaluation, and improvement of early childhood education programs across the District
  • Establishes priorities and directs efforts to meet the educational, developmental, and operational needs of the early childhood workforce and programs
  • Develops, oversees, and monitors budgets for District and specially funded grants and contracts, ensuring alignment with program goals and fiscal accountability
  • Ensures compliance with federal, state, and local regulations and standards, including services for children with special education needs, while promoting evidence-based best practices
  • Builds the capacity and effectiveness of central office and region staff members in early childhood instruction
  • Ensures proper operations of early childhood education programs by working closely with central offices such as the Personnel Commission, Human Resources, School Operations, Facilities, Information Technology, and Fiscal Services
  • Supervises, trains, and evaluates certificated and classified staff assigned to the early childhood education central office
  • Serves as a resource to the Board of Education and as liaison to the California Department of Education, the California Department of Social Services, and other agencies on early childhood education policies and programs
  • Prepares, reviews, and presents reports, analyses, and communication for internal and external stakeholders
  • Partners with community early childhood education programs to expand services to young children and families residing within the District boundaries

CONTINUE - PRIMARY DUTIES/RESPONSIBILITIES:

  • Promotes culturally relevant and responsive pedagogy in all early childhood education programs to support student success
  • Represents the District on committees, task forces, and at special events to advocate for early childhood education priorities
  • Evaluates the performance of subordinate personnel
  • During periods of critical personnel shortage or other emergency situation, shall temporarily perform any duties, as directed, within the authorization of any credentials held by the incumbent that are registered with the Office of the Los Angeles County Superintendent of Schools and that are a part of the class description requirements in effect at the time such duties are performed
  • Performs related duties as assigned

SALARY:

FRTXX, (School Support Administrator, Executive Management; 0529) – A Basis ($215,793) – 261 paid days

  • In the case of an annualized employee who is changing basis during the year, this change may result in an annualized “settlement” (i.e., the process by which the District resolves an under or overpayment).
  • For employees who change basis during the school year, this basis change may prevent them from earning a full year of service credit.
  • Selected individual may be subject to displacement due to norm allocation and seniority-based RIF provisions or due to budget limitations.
  • This position is deemed certificated under Education Code Section 44065, but may not qualify for "creditable service" under Education Code Section 22119.5 for CalSTRS benefits.  However, if the candidate chosen for the position is already a CalSTRS member, he/she can fill out an election form to remain in CalSTRS and thereby obtain CalSTRS credit for this service.

MINIMUM REQUIREMENTS:

  • Permanent certificated employee of the Los Angeles Unified School District
  • At least ten (10) years of successful, full-time public school service in a certificated position(s), including experience in early childhood education (i.e., public child development program, licensed child care center, preschool, or elementary school grades preschool-3rd)
  • At least five (5) years of successful, full-time public school service in a certificated, school-based position(s) requiring the Administrative Services Credential
  • A valid California Administrative Services Credential
  • An earned master’s degree or advanced degree of at least equivalent standard conferred by a regionally-accredited college or university
  • Completion of required Multicultural Education and Master Plan coursework*

DESIRABLE EXPERIENCE/QUALIFICATIONS:

  • Successful implementation, with data-supported results, in the following areas:
  • Providing differentiated professional development for teachers and administrators
  • Enhancing opportunities for academic success for English learners, Standard English learners, socioeconomically-disadvantaged students, students with disabilities, and gifted and talented students
  • Supervising and administering programs over multiple sites
  • Developing and managing large scale budgets
  • Leadership experience working with school and District-level administrators and groups to solve significant District-wide educational and/or organizational challenges
  • Knowledge of District policies and procedures, goals and objectives, organizational structure and functions, and negotiated contracts
  • Knowledge of federal, state, and local legislation as it applies to early childhood education policies, rules, and regulations
  • Knowledge of Education Code, Title 5 of the California Administrative Code, the Government Code, and Board Rules
  • Knowledge of accepted principles of adult learning in the process of workforce planning and development
  • Knowledge of effective administrative and managerial practices and ability to implement them

  • Leadership skill in facilitating group processes, including consensus building and conflict resolution
  • Ability to provide administrative leadership at the executive level including decision-making, problem-solving, and delegation of authority
  • Ability to absorb, analyze, organize, and project information and ideas
  • Ability to communicate effectively with stakeholders, local and state agencies, community and bargaining unit representatives, colleagues, and other District personnel, both individually and as a group
  • Ability to work effectively and cooperatively with all racial, ethnic, disability, language, and socio-economic groups
  • Ability to make formal, public presentations
  • Ability to compose and comprehend written communication
  • Ability to traverse all areas of the work site
  • Ability to travel to other sites/locations
  • Qualities of judgment and confidentiality in high degree
