The Office of the Chief Financial Officer anticipates hiring a DIRECTOR OF FINANCE POLICY with a strong project management background, comprehensive experience with the analysis of laws, rules, regulations, options, and decisions that affect the financial activities of the District and a track record of sound judgment and decision-making skills.

 

The Director of Finance Policy will join a management team committed to providing the district with sound professional advice, leadership, and supporting an environment that fosters educational achievements.

 

This position will report to the Office of the Chief Financial Officer. There is one full-time, 12-month assignment (A-Basis) position and it is housed in downtown Los Angeles. central LAUSD office at 333 South Beaudry Ave., Los Angeles, CA 90017.

 

PLEASE NOTE: This critical position must be filled by an individual who possesses considerable experience overseeing a wide variety of business activities and who has an extensive managerial background.

ABOUT THE DIRECTOR OF FINANCE POLICY

 

The ideal candidate for the Director of Finance Policy will have a solid and broad understanding of the administration of a school district. This person will also have evidence of experience directing and reviewing the successful outcome of broad-scale projects and assisting with the coordination of administrative work committees for various financial activities, including developing pathways to increase school-based decision making and student-based resource allocation.

 

The ideal candidate for this challenging position will understand the inner workings of a complex organization and have experience skillfully solving problems, resolving issues, and producing meaningful results working both as an individual and on committees as a representative of the District. This individual will contribute to the District by directing and reviewing projects and committee work for the administration of various financial activities related to the General Fund budget and special fund budgets, including developing pathways to increase school-based decision-making and student-based allocation of resources.

 

Additionally, the director will be a diplomatic relationship builder, who has demonstrated the ability to interface with a wide variety of internal District stakeholders, such as the Superintendent, the Board of Education, executive staff, and external parties, including representatives of private firms, other governmental agencies, legal authorities, and the public in matters affecting financial services.

 

This person must have excellent communication, conflict management, and interpersonal skills, as well as organizational savvy, and be skilled at managing their own time, priorities, and resources.

JOB DUTIES/RESPONSIBILITIES

 

The Director of Finance Policy works directly with the Chief Financial Officer and directs and reviews projects and committee work for the administration of various financial activities related to the General Fund budget, special fund budgets, and redevelopment matters.

 

Typical duties for this position include:

  • Directing and reviewing projects and assists with the coordination of an administrative work committee for various financial activities, including redevelopment matters.
  • Managing projects and coordinating external efforts related to finance, including interfacing with executive staff and external partners.
  • Participating with other administrators in the formulation of District policies and plans, particularly as they relate to financial and operational matters.
  • Participating in collective bargaining negotiations and advises Board Members and administrative staff regarding financially related issues.
  • Conferring with representatives of private firms, other governmental agencies, legal authorities, and the public in regard to matters affecting financial services.
  • Attending professional, governmental, and community committees, task forces, commissions, and in problem solving conferences with parents, community and governmental representatives, and District and Board staff.
  • Collaborating in the preparation and completion of reports and interpretation of data for administrators, staff, and the public for the purpose of effective decision making for the Superintendent.

MINIMUM REQUIREMENTS

 

EDUCATION:

Graduation from a recognized college with a bachelor’s degree in business or public administration, finance, or a related field is required. A graduate degree in business or public administration, finance, law, or a related field is highly preferable.

 

EXPERIENCE:

Five years of business, legal, policy, or operations experience at the executive or project manager level pertaining to school finances or legislation.

 

SPECIAL:

A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle, or the ability to utilize an alternative method of transportation.

 

SPECIAL NOTES:

  1. Senior Management classes, exempt from bargaining units.
  2. An employee in this class may be subject to the reporting requirements of the District’s Conflict of Interest Code.
  3. Travel to locations throughout the District may be required.
