THIS RECRUITMENT

The Budget Services and Financial Planning Division anticipates hiring an exceptional Deputy Budget Director with a strong budget planning and administration background. This includes managing several operational budgeting functions.

 

The ideal candidate will have solid and broad understanding of managing budget activities for a school district, administering a budgetary tracking system for position control, and establishing and maintaining division, school and local district budgets, providing fiscal and business services to schools, and overseeing the preparation of student enrollment and attendance reports.

 

This candidate will also have evidence of experience directing a variety of school budget fiscal activities through subordinate supervisors, and evaluating procedures and problems, and developing, recommending and installing initiatives and improvements to processes and programs.

 

Additionally, this leader will be competent in leveraging technology to optimize operations, including automating functions and preparing reports from enterprise system data. The data users include District departments such as the Division of Special Education, Student Health and Human Services, the Board of Education, and more. This leader has demonstrated the ability to work effectively with a wide variety of stakeholders such as the Superintendent, Board of Education, executive staff, school staff, outside agency counterparts, and the public on financial matters.

 

The ideal candidate must have strong communication, presentation, management, and interpersonal skills as well as political savviness and strong analytical skills. This confident leader will often be called on to present detailed financial impact information to the Superintendent, the Board of Education, executive staff, and other stakeholders. This will require the business acumen to deliver the technical information in an effective and transparent manner suitable to the audience.

ABOUT THE DEPUTY BUDGET DIRECTOR

A Deputy Budget Director plans, organizes, directs, and coordinates the activities of the Budget Services Branch of the Budget Services and Financial Planning Division. Additional Duties include:

 

  • Planning, organizing, directing, and coordinating activities concerning General Fund and special fund budgets, pupil statistics, and school and District-oriented financial activities, including budget, and position control.
  • Directing the preparation of the annual General Fund budget and District special fund budgets, as well as adjustments throughout the fiscal year.
  • Directing the preparation of State required student enrollment and attendance reports.
  • Directing budget analyses to assist in policy decisions on the allocation of funds.
  • Directing and participating in the analysis of economic forecasts, enrollment projections, relevant legislation, federal and State budgets, and other information to develop long and short term State and District income projections.
  • Developing, approving, and recommending policies and procedures for the implementation of budgetary controls.
  • Directing the activities related to school and division budget development, maintenance, and monitoring of expenditures
  • Directing and participating in planning data processing applications for the Budget Services and Financial Planning Division.
  • Directing the preparation review, and approve reports and communications.
  • Presenting reports to the Board of Education and its committees.
  • Planning, developing, and recommending the modification and adoption of regular and special reports regarding use of budgeted funds.
  • Advising District senior management staff on a variety of issues relating to long term income and expenditures including financial aspects of housing projections and needs and conducts related studies as required.
  • Reviewing and participating in the analysis of laws, rules, and legal opinions that affect the use of funds by schools and implements or recommends changes to Division policies, procedures, and programs.
  • Interpreting the District budget and financial position and presents to special interest groups and the general public.
  • Directing and participating in coordinating with other units involved in staff functions, such as data processing, personnel, procurement, and labor relations.
  • May develop and manage financial plans for Chapter I, Bilingual, and School Improvement programs.
  • May monitor categorical school budgets for compensatory education and bilingual programs, and school expenditures for non-public schools and neglected and delinquent programs.
  • May analyze the impact of proposed multi-year salary agreements and other multi-year programs and obligations of the District’s financial condition.
  • Performs related duties as assigned.

MINIMUM REQUIREMENTS

Education: Graduation from a recognized college or university with a bachelor’s degree, preferably in public or business administration, finance, or economics.

 

Experience: Three years of executive or management experience in the oversight of financial activities such as budget development and maintenance, analysis and forecasting, financial report preparation, fiscal policy or procedure development, position control, and student enrollment and attendance in an organization with at least 1,000 employees or in a school district with at least 10,000 ADA. Experience in a California school district is preferable.

 

Special: A valid driver’s license to legally operate a motor vehicle in the State of California and the use of a motor vehicle, or the ability to utilize an alternative method of transportation.

Selection and promotion are based on a competitive employment assessment process.
